Fillings have fallen off and dentist says broken roots need to be removed. I am afraid or my gums receding. Would implants be better?

Q. Hello, About 5 years ago my new dentist said I needed all my fillings renewed so I had all white fillings in tooth whitening as I needed two new crowns (top front). 3years after all these teeth broke off my newer dentist said he must not have removed all the decay before filling. He also wants to remove all broken roots in my gums but I am afraid of my gums drawing in. I think implants sound better for my age than dentures could you please advise me. Many thanks,
